New York: Once again, Cuomo vetoes out-of-state liquor bill

In his latest batch of bill signings and vetoes, released early Friday evening, Gov. Andrew Cuomo has for the second time vetoed a measure that would have prevented the state Liquor Authority from taking action against permit holders who may run afoul of regulations in other states but haven’t been sanctioned in those states.

Sponsored by Colonie Assemblyman Phil Steck, the measure stems from a long-running battle that Empire Wine has had with the SLA over the firm’s shipment of wines to other states in ways that might violate their rules.

Cuomo in his veto message, acknowledged that this measure was similar to the earlier bill that was also vetoed. He said the measure could create a ‘regulatory gap’ in which retailers could violate other state’s laws.
